Treasurer Stacy Garrity Announces Appointment of James Snell to DRPA Board of Commissioners


Harrisburg, PA - Treasurer Stacy Garrity today announced that she has appointed James Snell to serve as Treasury’s representative on the Delaware River Port Authority (DRPA) Board of Commissioners.


Snell is the Business Manager of Steamfitters Local 420, which has hundreds of members and works on pipelines and related assets in Philadelphia and its collar counties. Steamfitters Local 420 has been constructing, installing, and maintaining mechanical systems since 1903.

His background, which includes his service on the Port of Philadelphia Advisory Committee and his long-standing relationships in both Pennsylvania and New Jersey, makes him uniquely qualified for this position. It’s great news for Pennsylvania taxpayers that Jim accepted this appointment.”

Snell has been with Steamfitters Local 420 since 2004. He has served in various roles, including President, Business Agent, Trustee, and Business Manager. He is a graduate of Monsignor Bonner High School in Drexel Hill, and completed a five-year working apprenticeship with the Steamfitters Local 420.


Snell takes over the seat of outgoing commissioner Ted Christian, who served on the DRPA Board of Commissioners since 2021.


The DRPA oversees four bridges that cross the Delaware River connecting Pennsylvania and New Jersey, including the Ben Franklin, Walt Whitman, Commodore Barry and Betsy Ross Bridges, and operates a direct transit line between Philadelphia and Camden County, New Jersey.
