Executive Staff

When a tax appeal is filed with the Board of Finance & Revenue, it is assigned to one of our executive staff members. The Board employs both attorneys and non-attorneys who specialize in tax matters and who, after reviewing the evidence and oral arguments of both parties, will make a recommendation to the Board Members regarding your case.

Taxpayers or the Department of Revenue may request a pre-conference meeting with the executive staff, if desired. The staff may consider a prehearing conference if the staff deems it is necessary. In addition, taxpayers may decide whether to have their case decided based upon the evidence and explanations they provided or whether they would like to request a hearing before the new, three-member Board. Under the new law, the Department of Revenue has the right to request, and/or be present at, a hearing.

Senior Counsel Personal Income Tax


The Senior Counsel for Personal Income Tax is responsible to supervise a staff of employees who work on personal income tax appeals filed with the Board. Senior Counsel will also brief personal income tax appeals and regularly meet with the Board to further its policies.


Timothy P. Loftus, Esq.

Senior Counsel Corporate Tax


The Senior Counsel for Corporate Tax is responsible for supervising a staff of employees who work on corporate tax appeals filed with the Board. Senior Counsel will also brief corporate appeals and will regularly meet with the Board to further its policies.

Thomas W. Watson, Esq.

Acting Secretary of the Board


The Secretary of the Board is responsible for the day-to-day operations of the Board. The Secretary acts as the liaison between the Board Members and the Board Staff.

Senior Counsel Sales/Misc. Tax


The Senior Counsel for Sales and Miscellaneous Tax is responsible to supervise a staff of employees who work on sales and miscellaneous tax appeals filed with the Board. Senior Counsel will also brief sales and miscellaneous appeals and regularly meet with the Board to further its policies.
